About the Constellation Development Facility

The Constellation Development Facility is a place and project system designed to identify where Queensland has credible economic opportunities that are not yet investable, and to support a project development facility to close that gap.

It does not invest in operating assets. It deploys development capital to support the maturation of projects where disciplined effort is most likely to convert opportunity into investable form.

The organising idea

Queensland’s economy contains the ingredients for growth, but projects frequently stall before they become investable. The constraint is rarely a lack of ideas or a lack of capital. More often, it is a recurring set of structural, commercial, regulatory, or delivery barriers that prevent projects from reaching a form capital can engage with.

The project development facility exists to close that gap.

How to read the dashboard

The dashboard is organised around three objects. You can enter from any of them, depending on how you prefer to think.

Places (LGAs)

LGAs are the organising unit for place-based context.

An LGA view answers:

  • What is true about this place
  • What capabilities and assets exist
  • Which constraints show up repeatedly
  • Which opportunity hypotheses are plausible here

LGAs are not ranked. They are contexts for reasoning, not competitors.

Opportunity types

Opportunity types enable comparison across places.

An opportunity type view answers:

  • What kind of opportunity this is
  • How this type typically becomes investable
  • Where it appears across Queensland
  • Where it commonly stalls, and why

Opportunity types support pattern recognition, replication, and system-level learning.

Deals

Deals are the concrete units of progress.

A deal view answers:

  • What the project is
  • What stage it is at
  • What the single most binding constraint is
  • What the next action would be to move it one step forward

Deals are evidence and work in progress. They are not endorsements.

Method

Two diligence pathways underpin the dashboard.

LGA-level diligence

LGA-level diligence translates existing LGA strategies into structured opportunity hypotheses grounded in place conditions.

This work is based on the published LGA strategy and referenced source material, rather than independent assessment or re-interpretation. The facility checks for completeness and internal coverage of the strategy, not the quality or ambition of the strategy itself.

This includes:

  • Three to seven opportunity hypotheses per LGA derived from the strategy
  • Candidate deal exemplars consistent with stated priorities and assets
  • Repeated constraints observed across strategy documents and local evidence

This layer explains why certain kinds of projects are proposed in some places and not others, based on what is already articulated in local strategy.

Deal-level diligence

Deal-level diligence advances individual projects through a structured, stage-based development process grounded in global best practice for project preparation and transaction development.

Projects progress through five stages:

  1. Mandate Fit and Project Definition
  2. Pre-feasibility and Prioritisation
  3. Detailed Feasibility and Investment Appraisal
  4. Project Structuring and Risk Allocation
  5. Transaction Implementation and Financial Close

Each stage is designed to resolve a specific investment-critical uncertainty before additional development capital is deployed, ensuring disciplined progression toward investability.
